The man has information and tools that, in the proper way of things, he shouldn't have; his sources are of a kind he can't safely explain. The woman... has her own uncommon sources, such as they are. The people around them need to be convinced, for their own sakes. There are curious people and criminal gangs and NBIE agents to be dodged, and more than mere thousands of people are likely to be dead or deeply damaged by the end of the story, and beyond that... larger events are on the horizon.
